from the Veterans' Assistance Fund to the Department of Veterans' Affairs in the amount of $10,000,000, and from the State General Fund to various agencies and entities a total amount of $207,623,865;
and to amend Section 2C of Act 2022-270 to clarify the conditions for release of the conditional appropriation to the Department of Corrections and to reallocate the conditional appropriation to the Corrections Capital Improvement Fund, if those conditions are not met.
In addition to all other appropriations heretofore and hereafter made, there is hereby appropriated a total of $207,623,865 from the State General Fund to the following agencies and entities for the purposes specified below for the fiscal year ending September 30, 2023:

(1) To the Department of Economic and Community Affairs, $10,925,000.

$750,000 shall be used for City of Selma tornado damages;

$350,000 shall be used by the Coalition of Alabama Waterways for an inland waterways study;
and $25,000 shall be used for the Lamar County Courthouse.

$5,000,000 shall be used for the Mobile Airport Authority to relocate commercial airline operations to the Mobile Downtown Airport for economic development purposes, and $20,000,000 shall be used for the Port of Alabama for economic development and coal loading/unloading equipment.
(22) To the Attorney General to be used for the Huntsville Area Crimestoppers, $25,000.
In addition to all other appropriations heretofore and hereafter made, there is hereby appropriated such amounts as may be necessary for public funds transferred into the State Treasury, in accordance with Executive Order No.
726.
Section 4.
The appropriation may only be released in four equal amounts at the end of each quarter of the fiscal year and is further conditioned upon quarterly certification by the Finance Director and the Legislative Page 5 HB125 Enrolled Fiscal Officer that the Department is in compliance with the above monthly reporting requirements and the reports show increases in newly-hired total correctional officers.
