486 Section 1.

Section 331.206, Code 2017, is amended by adding the following new subsection:

NEW SUBSECTION .

3.

The board of a county with a population of one hundred thirty thousand or greater, as determined by the most recent decennial census, shall select and maintain a representation plan described in subsection 1, paragraph “c”, and the representation plan for such a county shall not be the subject of a petition or special election under section 331.207.

EXPLANATION The inclusion of this explanation does not constitute agreement with the explanation’s substance by the members of the general assembly.

This bill requires a county with a population of 130,000 or greater to select and maintain a representation plan for the county board of supervisors, whereby the county is divided into districts and members of the board of supervisors must reside in a district and be elected by the registered voters of that district.
