TN ––––––––––R Patron––JordanAgreed Rto ––––––––––by the Senate, January 25, 2024 WHEREAS, Rick and Cheryl Rowlands, active volunteers with the Isle of Wight Christian Outreach O Program, were named Citizens of the Year by the Smithfield Ruritan Club and the Smithfield Rotary ClubL onCluWHEREAS, Decemberin 11,2020, 2023;Rick and Cheryl Rowlands joined the Isle of Wight Christian Outreach L Program (COP), an organization of local church members and businesses dedicated to collecting and E distributing food, furniture, diapers, children's books, and other forms of emergency assistance to Dsle of WigWHEREAS, Rick and Cheryl Rowlands quickly became invaluable members of COP, with Rick Rowlands serving as executive director and Cheryl Rowlands co-leading the organization's food distribution and "Food For Thought" children's book distribution programs since 2021;

and Dincrease WHEREAS, in 2020,clients Rickserved andby CherylCOP Rowlandsover joined the Islepast ofthree Wightyears, Christianthoughtfully Outreachadapting Uthe Programorganization's (COP),operations anat organizationtimes of local church members and businesses dedicated to collectingbetter aCdmeet distributingthe food,needs furniture, diapers, children's books, and other forms of emergency assistance to Isle of WigWHEREAS, Rick and Cheryl Rowlands quickly became invaluable members of COP, with Rick E Rowlands serving as executive director and Cheryl Rowlands co-leading the organization'scommunity; food D distribution and "Food For Thought" children's book distribution programs since 2021;

and WHEREAS, Rick and Cheryl Rowlands havehas workedbeen tirelesslyinstrumental to address a nearly 50 percent increase in clients served by COP over the pastsuccess threeof years,COP's thoughtfullyprograms, adaptingoverseeing thea organization'sR operationsreceiving atassistance timesfor torent betteror meetutility thebills; needs of the community;
