That § 5, as amended, of Chapter 39 of the Acts of Assembly of 1936 is amended and reenactedE as follows:

D The mayor and council serving at the time of the passage of this act shall continue in office till until their successors are elected and qualify.
§ 5.
An election shall be held in May November of 1998 2022, and every four years thereafter, to elect one council member from Election District I and three council four years thereafter to elect one council member from Election District I and three council members from Election District III.
Election of mayor and council.
The mayor and council serving at the time of the passage of this act shall continue in office till until their successors are elected and qualify.
