APPROPRIATION.--Three million dollars w l n d 18 ($3,000,000) is appropriated from the general fund to the local = = 19 government division of the department of finance and a l i a e r 20 administration for expenditure in fiscal year 2026 for a t m m 21 communication infrastructure, including cellular telephone and d r e 22 radio towers, for Dona Ana, Hidalgo and Luna counties.

Any c e s k 23 unexpended or unencumbered balance remaining at the end of e a n b 24 fiscal year 2026 shall revert to the general fund.
