The Texas Senate Education Committee amended HB 21 to include funding of up to $7,000 per special education student whose parents opt to send the student to a private school. While HB 21 as passed in the House takes a step in the right direction to address the persistent flaws of the Texas public school funding system, the Senate’s amendment would take taxpayer dollars from public education to fund private schools.
